Commission backs Building Kansas LLC tax‑credit application and ARPA amendment for Airplane Subdivision

Staff described Building Kansas LLC’s plan for the 53‑acre site: at full build‑out the subdivision will include 169 lots and 338 townhome units built over multiple phases; roughly 100 units exist, 87 completed and 65 sold. Building Kansas intends to apply for Kansas Housing Investor Tax Credits (KHITC) for up to 40 housing units in the 2026 funding round, and a local resolution of support is a required component of that application. Staff said the city’s adopted housing goals support the application and that KHITC does not require city administrative action or funding.
Separately, staff presented amendment No. 2 to a Moderate Income Housing (MIH) ARPA grant agreement that would allow required MIH units to be satisfied by either owner‑occupied or rental housing so long as renters meet income criteria. KHRC (Kansas Housing Resources Corporation) has preliminarily indicated support pending authorization. Commissioners asked whether stormwater/drainage issues that prompted recent local concern had been addressed; a developer representative described drain redesign and added pump redundancy paid for by the developer and said no homes were flooded in the event described. The commission approved both resolutions (recorded as 3–0).
