Randy Carraway, ICE’s project manager on the SCDOT contract, gave a technical update on the I‑95 widening project that runs north from US 278 and extends into Georgia. He said the contract’s notice-to-proceed date was 08/04/2025 and the substantial-completion target is 08/31/2030; the current contract value is roughly $731,000,000 with change orders likely to add about $22,500,000.
"We're actually replacing 12 bridges through that corridor," Carraway said. He described heavy foundation work (hundreds of drilled shafts, including 136 on the Savannah River Bridge), nearly two million cubic yards of earth movement, and large concrete pours; traffic volume through the corridor is projected at about 92,000 vehicles by 2030 with roughly 10% trucks, which constrains daytime work and pushes much interstate work into night windows.
Carraway outlined local work at Exit 8—utility relocations expected by late summer/early fall, a new roundabout near the hospital, and road work behind commercial properties—and said the contractor is exploring acceleration opportunities to complete certain interchange elements by 2028–29 rather than the CPM schedule’s summer 2030 date.
