The Salina City Commission voted to adopt ordinance 26‑11290 to vacate certain paper right‑of‑way segments on Decatur Street and Chester Avenue, parcels staff described as remnants of 19th‑century platting near a former railroad alignment.
Staff explained the streets in question are not used as public roadways and exist only on record, creating title confusion for adjacent properties. Vacation of the segments "will allow some potential development" and clean up the register of deeds records, staff said during the public hearing.
With the mayor recused because of ongoing title work on a related property, the vice mayor conducted the hearing. No public speakers raised objections specific to the ordinance. Commissioner Lankiewicz moved to adopt ordinance 26‑11290, council recorded a roll call vote and the motion carried 3–0.
The ordinance vacates the described portions of right‑of‑way and directs the city to record the change with the Saline County Register of Deeds. Staff said the change will help clarify ownership for future property transactions and prospective development.
