County reports Progress Park connector timeline, VDOT projects and sewer/pump upgrades

County staff reported several infrastructure updates to the Planning Commission on July 6 affecting transportation, utilities and pending construction.
Deputy County Administrator Matt Hankins said the Progress Park connector road is expected to be finished by late summer or early fall of 2027 and provided multiple project updates from VDOT, including consideration of additional climbing lanes toward the tunnel to Bland and an aligned four‑way intersection at Monroe Street. "The new northbound entrance onto I‑77 is open. They are still working on the southbound entrance," Hankins said. County Engineer Johnny Kincer reported he had approved plans for a data center at Progress Park and said he was working on the Hitachi Energy Arena ponds.
Hankins and staff also updated the commission on utilities: the sewer project on Route 52 is up and running, and the Water Department is pursuing a larger pump station for Siloam and Shadow Lane to handle increased housing and larger pipe size requirements. Hankins said Citizens broadband construction on Red Hollow Road had encountered VDOT delays but primary construction was expected to be complete by the end of August. The commission noted requests for additional signage on I‑77/I‑81 where the highways merge, which Hankins said must be requested from state VDOT.
