Prospect Heights expands sewer enforcement: orange door stickers and penalties approved

Prospect Heights approved revisions to Title 8, Chapter 5 of the city code on July 27 to broaden enforcement options for delinquent sanitary-sewer accounts.
Staff told the council the city has tried newsletters, letters and door hangers and is adding bright orange 8.5-by-11 door stickers that will display the amount owed, the due date and account numbers. The code change also creates a fine for tampering with or removing a posted sticker so the city’s notice cannot be easily defeated. "We're doing that again this year ... the next step is to actually put bright orange 8.5 by 11 stickers...that state exactly what they owe," staff said.
Council members sought operational details—where stickers will be placed (front door), whether vacant properties are included (staff said some are), and how the city will verify the list before posting. Staff estimated a typical annual sanitary-sewer bill is about $240 and said balances of $1,000 or more represent years of delinquency. The council voted to waive first-reading where appropriate and approved the ordinance on roll call.
