Prospect Heights approves intergovernmental agreements and annexation steps for Sky Harbor hangar development

Prospect Heights City Council on July 27 approved intergovernmental and annexation measures to accommodate the Sky Harbor hangar development spanning municipal boundaries.
Staff described the package as a series of companion ordinances and a cooperative planning agreement with the Village of Wheeling to allow a land-swap and municipal-boundary adjustments so a new hangar that straddles the prior boundary can be properly regulated. "The majority of the seven hangars are going to be in Prospect Heights, but one hangar ends up to be in Wheeling," staff said, noting the agreement also assigns building-code administration to Prospect Heights and that fees for the changes will be paid by Chicago Executive Airport.
Council moved to waive first-reading requirements on the planning agreement and to approve second readings and final approvals where applicable; motions were seconded and passed on roll call with unanimous 'Aye' votes. Officials characterized the measures as primarily administrative housekeeping to align municipal boundaries and building-code responsibilities as the development proceeds.
