Council adopts lower planning fees and adds short-term rental registration fees

The City Council voted to adopt a staff-recommended update to the planning division fee schedule intended to match fees to staff time and to reflect recent code changes. Senior Planner Daisy Allen (speaker 38) explained the updates were driven by two new ordinances (new administrative and temporary use permit types and parking-regulation changes) and a time-and-cost assessment performed by staff.
Staff recommended establishing administrative and temporary use permit fees at $1,954, reducing standard conditional use permit (CUP) fees from $7,339 to $5,647, and adding formal short-term rental registration fees — $181 for initial registration and $90 for annual review. Daisy Allen also said staff proposes eliminating a $3.62 environmental categorical-exemption filing fee because the city no longer files those exemptions routinely and will use hourly billing if additional environmental analysis is needed.
Councilmembers praised the changes as reducing barriers for small business applicants and streamlining the process. Members asked about implementation timing and about tracking whether the fee changes produce the intended processing improvements; staff offered to provide follow-up data as part of permit tracking. The council held a public hearing, received no adverse public comments, and adopted the resolution to update the fee schedule.
