Trevor Meyer of Meyer and Sons described a proposal to add a 141‑square‑foot three‑season porch to a preexisting R‑40 structure at 43 Perry Lane. Meyer told the board the porch is built on sonotubes and will not require heavy equipment; he asked that any time‑of‑year restriction not apply to ordinary exterior carpentry.
Town staff advised the board that the site is near the water in a crowded neighborhood and recommended standard conditions; staff also advised that pool construction and some hardscaping may warrant separate time‑of‑year or conservation review. Board members agreed to exclude the three‑season porch from the time‑of‑year restriction while retaining a restriction for pool excavation and similar heavy work. The board found a lawful preexisting nonconforming structure and voted to issue the special permit with conditions, citing staff criteria and an updated plot plan.
The applicant must obtain all required building permits and any board‑of‑health approvals before construction begins.
