Staff reported the county’s 2025 detox expenditures totaled $5,548,000, with $133,000 collected in client fees. Providers contracted with the county declined from four to three and daily rates range from approximately $450 to $500; Brown County Evaluation Center was identified as the primary provider used by the county at an average rate near $500 per day. Staff said repeated detox utilization by some individuals has driven outreach strategies, and Yellow Line screening and referral numbers remain reasonably consistent after staff capacity adjustments (screenings fell from about 1,400 in 2024 to 960 in 2025 as community‑based coordinator capacity was reduced but referral and engagement work continued).
Human Services and Yellow Line leaders said the program emphasizes early intervention and community partnerships (including work with Mankato Police, Salvation Army, Connections and an intended engagement with Minnesota State University‑Mankato) to connect people to services. Commissioners questioned whether detox referrals have declined; staff said overall counts are down but that high‑acuity cases and longer stays can affect expenditures and provider viability. The board received the informational report; staff said they will continue to monitor program outcomes and provider arrangements.
