Staff said the disturbance is roughly three acres and estimated more than 100 cubic yards of material had been moved; the applicant plans to remove fill from the lower area of the track and reduce overall impervious area to fall under MPCA thresholds.
There were no public comments at the county board hearing; the Planning Commission had unanimously recommended approval. The board voted to approve the resolution based on the Planning Commission’s findings and conditions.
