Residents ask Payson to allow goats on small lots; urge trail enforcement for motorized bikes

At the public forum portion of the April 15 meeting, resident Sarah Ogden asked the council to consider permitting goats on lots smaller than one‑half acre so residents can raise livestock for milk, weed control and self‑sufficiency. Ogden said a prior petition had about 350 signatures in favor and asked that rules for goat ownership include the same nuisance and containment requirements that apply to dogs and cats.
Another resident, Jim Rowland, reported encountering motorcycles and dirt bikes on the Dry Creek Path between 1400 S and Main Street and urged council action to ban motorized vehicles from walking trails, citing risks for pedestrians in and near the tunnel. Councilmember Ryan Rowley said the council was working with police to increase enforcement on the trails; Police Chief Brad Bishop later said Resource Officers will assist with summer enforcement and that the legality of particular e‑bikes depends on motor type and speed capabilities.
Councilmembers acknowledged the concerns and said staff would review ordinances and enforcement options; Councilmember Moss expressed willingness to consider ordinance changes on livestock regulations in future work sessions.
