Finance Director Jessica Bigby told the council the allocation is "not new money" and is part of recurring RMRA disbursements; she said staff added one current-year line and reviewed several previously "unclosed" project lines that remain in the city's RMRA inventory. Staff and council discussed whether documentation (for example, photos) exists for the older lines and whether money previously allocated was actually spent on specific streets. A staff member said the list functions as a rolling inventory and that staff would reconcile state records and follow up on any needed clarifications.
A motion to adopt the resolution was made, seconded on the record, and the council approved the resolution in a roll-call vote. Council members recorded as voting in the affirmative were Elias Juarez, Pamela Buhlihan, Vice Mayor Tara Pellegrini and Mayor David Kent. The resolution commits the city to the named RMRA projects so the city can receive the time-sensitive allocation; staff said they will proceed to reconcile and close prior project lines with the state.
