Sponsor Alderman Johnson said the change responds to a request from local churchgoers; "If you enter the Larkin lot after 6AM and exit before 3PM on a Sunday morning, there is no charge," she said during debate. The mayor told the council that passing the resolution at this meeting rather than delaying to September preserves an estimated $62,000 in near‑term revenue and that the annual fiscal impact of the changes is about $465,000.
After adopting an editor's correction requested by a resident and a city attorney clarification about charter citation text, the council voted to adopt R29‑26 as amended. The clerk called the roll for the final vote; the measure carried with one abstention recorded.
