City Attorney Brandon Dalley introduced the proposal, and Mayor William Wright described the PARC tax as the most visible tax in the city because its revenue has funded local music, parks, trails and courts.
Councilmember Brian Hulet said the tax has generated roughly $3 million invested in community projects. Mayor William Wright clarified that the measure is not a new tax but a renewal and continuation of the existing PARC tax; staff produced a video summarizing how prior PARC funds were spent. The council approved Resolutions 04‑15‑2026‑H and 04‑15‑2026‑I by roll call, sending the question to county election officials for placement before voters.
If voters approve the question in a future election, the renewal would allow Payson to continue using PARC revenues for planned parks, trails and cultural amenities.
