Staff reports outline Progress Park approvals, connector road timeline and local infrastructure updates

County staff told the Planning Commission they approved plans for a data center at Progress Park, expect the Progress Park connector road to be finished by late summer/early fall 2027, reported the sewer project on Route 52 is operational, and noted VDOT work on climbing lanes and an intersection realignment.
County staff provided multiple infrastructure updates at the July 6 meeting, including approvals related to Progress Park and timelines for several transportation and utility projects.
County Engineer Johnny Kincer said he has approved plans for a data center at Progress Park and is working on pond work at the Hitachi Energy Arena. Deputy County Administrator Matthew Hankins said the Progress Park connector road is expected to be finished by late summer or early fall 2027. Hankins also reported VDOT is evaluating additional climbing lanes toward the Bland tunnel, that the Monroe Street intersection (former Italian Garden site) will be realigned to an aligned four-way intersection, and that a new northbound I-77 entrance is open while the southbound entrance remains under work.
Hankins said the sewer project on Route 52 is operational and the Water Department is pursuing a larger pump station for Siloam and Shadow Lane due to recent housing growth that requires a larger pipe size. The County has set aside funding for next year’s Liberty At The Lake festival and will debrief to identify improvements, including possible stage rental and shade for attendees.
