Council approves California Pallet expansion with condition to expand noise mitigation

The Isleton City Council voted to approve a conditional use permit (CUP 01-25) and design review (DR 0125) for California Pallet Company’s planned expansion, while adding a condition requiring expanded sound-mitigation measures near a proposed wood shredder.
Council members and residents spent the public hearing probing noise mitigation. Staff read a message from the applicant’s representative, Rob Wood, stating that the noise study analyzed the wood shredder and existing operations and that the shredder ‘‘will be restricted to 10 a.m. to 2 p.m., Monday through Friday’’ and would typically be used ‘‘once or twice a week for a couple hours in the middle of the day.’’ The planner also participated remotely and answered technical questions about the noise study.
Several residents urged caution and suggested additional physical mitigation. Ruby Fowler of 43 Main Street told the council she is “pro-business” but worried about impacts if the shredder is sited near a town walking loop; another resident proposed a prefabricated steel enclosure as an option to reduce sound. Council members asked if the applicant could add a corner sound curtain on the south side, adjacent to Jackson and 6th streets, to reduce impacts on pedestrians.
After discussion, a council motion to approve the CUP and design review with an amended Condition No. 8 (to expand the sound curtain at the location specified by council) passed. The council recorded the procedural approval during the meeting; staff will incorporate the additional mitigation language into the final permit documents and monitor compliance once the shredder is placed in service.
