The Planning Board approved a request July 20 to release the second lot at 648 Setucket Road before all original conditions were completed, but imposed additional protections for neighbors.
Town staff and the applicant's engineer reported on site inspections, required certifications and an updated performance bond from Great American Insurance Company. The bond amount, later confirmed by engineer Craig Ferrari, is approximately $231,000 and is intended to cover full reconstruction of the road if the proponent abandons work.
The motion, made by board member Rick and seconded, approved release of Lot 2 on the condition that the applicant submit a revised road profile reflecting the town engineer's 07/15/2026 recommendations, plant 10 compensatory trees required by the tree warden and that no certificate of occupancy be issued until the road is completed as designed. The board discussed road width (approved at 16 feet but paved at 18 feet), the rationale for the change and the need for clear communication with neighbors. The motion passed on a roll-call vote.
