Consultant Joe Ryrie explained why different treatments produce different life‑expectancy gains and why timing matters when choosing maintenance interventions.
Ryrie described a standard deterioration curve and said light treatments (crack seal, slurry) buy years of service but do not restore a pavement to new condition. "You're putting sunscreen on the pavement," he said of slurry seals, adding that rehabilitation rather than repeated overlays is the only way to return a street to a 100 PCI.
He reviewed common treatments: crack sealing (prevents water intrusion), slurry seals (thin wearing surface, protects against UV and traffic), chip seals (heavier sealing for more extensive cracking) and localized dig‑out repairs. Ryrie said a slurry seal may last as little as three years on busy roads and longer on residential streets. He emphasized that an overlay shortens the effective life relative to a full reconstruction because underlying stresses reflect through.
Ryrie and staff discussed a per‑square‑foot approach for Mill Valley rather than a per‑mile average, because street widths and designs vary across the city. He offered rough unit numbers used in the study (maintenance roughly $1/sq ft; rehabilitation about $13/sq ft) and explained that life‑cycle totals depends heavily on whether a street is a brand‑new build versus an overlayed pavement.
