City Administrator Scott Darrington outlined the interview and nomination process at the Jan. 27 special meeting. Candidates were allotted up to three minutes to speak, the council could ask up to five minutes of questions, and nominations would be determined by secret ballot. Darrington described several contingencies: a candidate receiving three or more votes in a ballot would be the nominee; if votes were split, the council could conduct additional rounds or, if necessary, the mayor would cast a tie-breaking vote or a coin flip would be used to eliminate a candidate before a subsequent ballot.
Recorder Wendy Thorpe administered the ballots and announced an initial 2-1-1 split among the eight leading candidates in the first round, which led to a second round of finalist remarks and a final confidential ballot. Administrator Darrington said the procedures used were consistent with state law and city ordinance. The council then selected an appointee and scheduled the swearing-in.
