Community Development Director Daniel Cardenas presented a commercial site plan for a five-story luxury apartment building at 1312 South Valley Grove Way with 472 units (21 studios, 267 one-bedroom, 184 two-bedroom) and 815 parking stalls, exceeding the minimum 771 required under the ordinance. The development team described interior amenities designed to create a high-end experience, including a lobby atrium with a water feature, a swimming pool, a pet spa, and indoor/outdoor dog areas. Developer Josh Barnes said these features and material choices were intended to provide a lasting, high-quality product.
Staff advised that the application met most technical zoning and parking standards but raised a compliance question with language in the existing Development Agreement that requires an external "sense of place" arrival feature; Staff recommended the issue be resolved before Building Permit submittal. After public comment and council deliberation, Council Member Steve Rogers moved to approve the site plan with the condition that the applicant resolve Staff concerns related to the sense of place requirement; Council Member Todd Williams seconded. The motion passed 4'to'1 (Council Member Cyd LeMone opposed). The council also approved companion easements to accommodate fire access and a waterline necessary for safe occupancy of the building.
