Council adopts cooperative agreement and updated WUI map to comply with HB48

Fire Chief Drew Engemann presented an updated Wildland Urban Interface (WUI) Map and an associated cooperative agreement with the Utah Division of Forestry, Fire, and State Lands. Chief Engemann told the council the map update was required by House Bill 48 and that the updated map should resolve problems caused when insurance companies referenced outdated maps.
"The updated Wildland Urban Interface Map is in response to House Bill 48 and will also address issues caused by insurance companies using outdated maps," Chief Engemann said. Council Member Todd Williams moved to adopt Resolution 2026-05; Council Member Dianna Andersen seconded; the motion passed unanimously. Staff said they will work with homeowners in the far eastern part of Pleasant Grove where some insurance notices had already been received to address any lingering insurance-company concerns.
The cooperative agreement formalizes state-city coordination on wildland fire management responsibilities and mapping updates; staff described it as a compliance and risk-mitigation step tied to recent state legislation.
