Council updates zoning definition for 'Building, Attached' to clarify 'floor to ceiling' connection

Community Development Director Daniel Cardenas presented a revision to Section 10-6-2 of the zoning code to address permit-review ambiguities caused by the existing rule that deemed buildings separated by six feet or less to be "attached." The proposed new definition specifies a structure "physically joined to another structure or building by a common wall or floor to ceiling assembly to become one continuous structure," excluding breezeways greater than six feet in length.
City Attorney Christine Petersen suggested the motion amend "floor/ceiling" to "floor to ceiling" for clarity. Mayor and council members heard the rationale: the previous definition allowed accessory buildings to be placed near main buildings and then be treated as attached to achieve greater allowed heights. The council voted unanimously to approve Ordinance 2026-015 with the recommended wording change.
