Public Works Director Neal Winterton explained the financial drivers behind an update the council was asked to adopt that passes through increased treatment and disposal charges from Timpanogos Special Service District (TSSD). He noted large recent increases: a 40% treatment increase in 2024, 15% in 2025, and another 15% effective Jan. 1, 2026, tied to new environmental and Division of Water Quality requirements and system capital work. "The average monthly increase is $3.56," Winterton said, and he characterized the city's action as a passthrough rather than a city-initiated increase.
During the public hearing Eileen Miller (Utah Valley Home Builders Association) said she understood the historic infrastructure needs after reviewing financial plans but urged clarity for builders and buyers. Senior resident Joe Garlik said utilities historically were much lower and expressed concern about fixed-income impacts. Council Member Steve Rogers acknowledged those concerns and the council approved Resolution 2026-12 unanimously to implement the pass-through and return the city to a revenue-neutral position regarding treatment costs.
