City Administrator Scott Darrington and Finance Director Denise Roy briefed the council on General Fund operations and one-time capital priorities. Roy said sales tax revenue is currently "3.5% more than what was predicted" and that ambulance fee revenue has increased; she flagged a current unallocated balance shown as negative $140,000 while the recommended one-time funding list totals roughly $420,000 of about $1 million available.
The council discussed information-technology service delivery and park security cameras. Denise Roy explained last year's IT spend: "In 2025, the City paid Tech Legion approximately $187,000," of which $53,000 was for service agreement hours and project work. Council Member Cyd LeMone asked for an itemized list of Tech Legion services; Administrator Darrington and Public Works Director Neal Winterton confirmed Tech Legion provides broad services and that multiple department heads have been satisfied with the vendor, but council members requested a formal breakdown and asked that Tech Legion representatives meet staff to discuss consultative and security needs. Council also asked staff to further evaluate camera options for Discovery Park and provide cost/implementation details.
