Council approves town partnership with Cartoon Headquarters for Oct. 26 Halloween street festival

Councilors unanimously approved a motion to partner with Cartoon Headquarters and James Vanscoy to hold a Halloween/Fall Festival street fair on PA Ave. from noon to 8 p.m. on Oct. 26. The proposal would use PA Ave. as a street fair with inflatables, food trucks, crafts, a beer garden and radio-station presence; vendors will supply their own equipment and the town agreed to provide electricity to inflate devices.
Councilor Karen Phillips moved to approve the partnership and Councilor Rick Lafferty seconded; the motion passed by unanimous vote. Councilors noted that equipment purchased for the town’s 100th celebration could be reused to support the event and that the festival would replace the Fire Department’s Halloween party for this year.
The town’s financial exposure was described as minimal in the meeting materials; staff will coordinate logistics and vendor arrangements ahead of the event.
