Commission presses for concrete repair plan as staff outlines three stormwater-rate options

City staff summarized a KMU stormwater financial review and three implementation schedules that achieve the same long‑term revenue but change the timing of customer increases. "The 3 that they asked us to evaluate were the KMU recommendation, that minimizes customer impacts during the first 2 years... the other alternative spreads increases more evenly... and the other alternative... was to implement the increases immediately," Interim City Manager Quinde said, explaining tradeoffs between customer impact and timing of revenue.

Several commissioners urged a concrete, engineering‑backed plan before increasing rates. One commissioner said, "I really want a concrete plan for fixing the issues that we know about, preparing for the ones that we don't know about before we raise a single penny in taxes or revenue from our customers," arguing that engineering and prioritized project lists should precede rate increases. Staff recommended returning detailed probable‑cost opinions and priority mapping (including the Summit/Northwest and Southeast drainage projects) within about a month so the commission can set implementation timing with better cost information.
