Commission approves ground-lease template, sets $100 annual rent for fairground concession buildings

Staff recommended adopting a standard ground-lease form for concession buildings at the fairgrounds after two red concession buildings were sold; staff said the Soria family (buyers from Chapman) is agreeable to the lease terms depending on the annual rent. "Section 9.4... requires the tenant at their expense to make sure the concession buildings are brought into compliance with the applicable city building codes and to obtain certificates of occupancy by 06/30/2027," the interim city manager said, noting that failure to comply would cause the lease to terminate.

Commissioners discussed whether to set a nominal fee to cover administrative processing and whether insurance requirements might be a barrier. Several favored a minimal annual rent (a number between $1 and $100 per year was discussed) so tenants understand expectations without discouraging fair operations; the commission approved a $100 annual rate by roll‑call vote (4 yes, 1 no).
