Commission recommends annexation of Territorial Road parcels to Town Council

Planning staff told the commission the Territorial Road annexation before the Planning Commission is step three of the Colorado annexation process and that earlier hearings found the petition complete and eligible. Staff said the annexation includes the Territorial Road right-of-way and associated parcels originally acquired by the town and that annexation would place those parcels under town zoning and municipal code enforcement rather than Douglas County.

Staff explained the parcels total roughly 4.7 acres and include areas that the town previously swapped with the Dawson Trails developer; the town intends to zone town-owned parcels as public land (PL1/PL2) for future right-of-way and public facilities. "Staff is recommending that planning commission recommend approval of the territorial road annexation to town council as presented," staff said. The commission voted to recommend approval; the annexation motion passed by roll call 6-0 with one commissioner recusing.
