Planning Commission recommends Meadows Medical rezoning to Town Council

The Town of Castle Rock Planning Commission voted unanimously on Feb. 12 to recommend that Town Council approve the Meadows Medical Plan Development Plan (PC-2026-2). Chair Warnke opened the public hearing and planning staff presented findings that the proposal corrects an apparent split-zone condition on the New Hope Presbyterian Church parcel and meets the municipal code criteria.
A representative for the applicant, Colin Tedesco, said the applicant (Dormie Capital Partners) seeks to subdivide a 1.5-acre portion of the church property and to create a single, limited PDP. "I'm here on behalf of Dormie Capital Partners," Tedesco said, adding the applicant reduced an initially proposed 60-foot, four-story building to a maximum 50-foot height and proposed 20–30 foot setbacks to address neighborhood concerns. He told commissioners the team completed third-party traffic and parking studies that, in his view, "concluded that our proposed development with added parking and existing parking was sufficient."
Planning staff noted the rezoning would make place of worship, medical office, office and daycare the only permitted uses and would reduce allowable building heights compared with one of the prior PDPs. "Staff is recommending that Planning Commission recommend approval of the Meadows Medical Plan Development Plan zoning to Town Council," staff said during the presentation, and added the council hearing is scheduled for March 3. The commission moved, seconded and recorded a roll-call vote of 7-0 in favor of recommending approval.
