Council set timeline for FY2027 budget and scheduled utility-rate study discussions

Finance Director Denise Roy presented the Fiscal Year 2027 budget calendar and key deliverables to the council.
Roy said the Utility Rate Study will be discussed at the Feb. 17 meeting, supplemental capital and operating requests will be reviewed March 3, and the tentative budget must be adopted by May 5. A public hearing is scheduled for the first meeting in June with final adoption at the end of June; if Truth in Taxation applies the adoption deadline is Sept. 1. Roy also noted federal audits and compliance: Pleasant Grove received roughly $11 million in federal monies in 2025 and is tracking audit thresholds and reporting requirements.
Council members asked for clarity on utility rate timing and asked staff to prepare one-pagers and candidate fee-schedule changes for review. The council directed staff to include public-safety staffing trade-offs in the supplemental request review on March 3.
