The recommended local standards would limit front/side yard lawn to 50% of landscaped area (with exemptions for small lots), require minimum lawn width where applicable and restrict lawn in steep slopes or park strips.
Public Works Director Neal Winterton presented hydrology data showing low snow‑pack and drought concerns; he said the Provo River Commissioner forecasted river flows could be at roughly 25% by July/August and recommended preparing for secondary‑water restrictions. Winterton also previewed a proposed FY2027 utility rate update that includes a $3.56 sewer increase passed through to Timpanogos Special Service District (TSSD). The Council directed staff to distribute educational materials about current rebate eligibility, pursue local standards with Planning Commission input, and return with any rate ordinance or secondary‑water restriction proposals at a future meeting.
