Council adopts four International Fire Code appendices to strengthen local firefighting standards

The Pleasant Grove City Council unanimously approved Ordinance 2026-009 on March 3 to adopt four appendices of the International Fire Code that local officials said are necessary for effective enforcement.
City Attorney Christine Petersen explained the Fire Department requested adoption of appendices B (fire-flow requirements), C (hydrant locations and distribution), D (fire apparatus access roads), and L (fire fighter air replenishment systems for high-rise/large-footprint buildings). Petersen said these appendices would "strengthen fire protection, enhance firefighter safety, improve emergency response effectiveness, and align local regulations with nationally recognized best practices," according to the meeting minutes. The ordinance was approved with Council Members LeMone, Rogers, and Phillips voting yes.
The change supplements the City's existing code-by-reference approach and clarifies the local Fire Marshal's authority to require and enforce appendix-level standards. The council's action was procedural (ordinance adoption) and aimed at aligning Pleasant Grove with nationally recognized fire-safety standards.
