Public Works Director Neal Winterton presented the Municipal Wastewater Planning Program during the March 3 meeting, covering finance, collection systems, and the mechanical plant operated by the Timpanogos Special Service District.
Winterton said homeowners are responsible for lateral sewer pipes to the road connection while the City handles main-line repairs; common causes for main-line intervention are root intrusion and corrosion and crews often use cured-in-place liners to extend pipe life. He summarized 2025 system statistics: an average monthly user charge of $46.19, 34 new commercial and industrial connections, 266 new residential connections, and 12,084 equivalent residential connections. "The system was estimated to have been constructed in 1954," the minutes state.
Winterton also noted the City employs four Grade IV sewer operators. The presentation was informational; the council received the annual report and will review utility-rate proposals as part of the upcoming budget work session.
