Supporters said the county lacks in‑house technical tools for reproducible scenario analysis and that Line & Grade’s model is transparent and transferable to staff for future use. Opponents, including Vice Chair Kinney, said the full proposal had been rejected previously at a higher price and that reintroducing a version of the same work shortly before a likely board turnover lacks transparency; he voted no. The board approved the motion 4‑1 by roll call.
Contract deliverables will include a scenario model (Excel‑based), scenario comparisons on measures that matter to the board (housing acreage, infrastructure demand, revenue implications), and engagement with a technical team drawn from planning commission and board members. Staff said results will be used to draft a future land use map and to align updates to the remainder of the comprehensive plan and ordinance revisions.
Line & Grade told the board the tool will be manipulable (inputs can be changed) and that it would produce area‑based future land use recommendations (not parcel‑by‑parcel). The board and staff noted subsequent steps — community engagement, planning commission review, and ordinance rewrites — would follow.
