Powhatan supervisors voted unanimously to accept an unsolicited unsolicited Public‑Private Education Facilities and Infrastructure Act (PPEA) proposal from Benchmark Construction for the Carter Gallier Boulevard extension and to move the matter to the conceptual solicitation stage. Staff emphasized that accepting the proposal for further review does not commit the county to any agreement.
A working group of seven stakeholders reviewed the unsolicited submission and voted 5‑2 to recommend rejection, citing unclear project scope, uncertain cost estimates, and feasibility questions. Staff and some board members said the PPEA process includes a built‑in competition step and that many concerns can be resolved during the detailed proposal phase, when proponents must supply more concrete design, scope and cost information. The board instructed staff to post public notice and solicit competing conceptual proposals, and to continue working through the PPEA stages and the working group evaluation process.
The motion passed by voice vote; staff stressed that at any point the county can walk away from the process and that subsequent stages will require additional public‑notice and evaluation steps.
