The Swisher City Council approved a resolution to hire HR Green for engineering services on the city’s sanitary‑sewer maintenance and lining project, with the contract capped at $30,000. The engineer said video inspections indicate pervasive root intrusion and joint gaps in priority areas and described a plan to prepare bid documents this month and seek construction bids in January.
Staff and the engineer said the preliminary scope could include about 8,000 feet of lining in the most affected sections and that plans aim for construction work to be completed by the end of May. A staff member provided the account balance tied to Division Street funds and noted payments and reimbursements affecting the available balance: “That leaves us with 49,800 ... we're paying AccuJet for the televising out of that,” the staff member said during the discussion. Council approved the resolution on roll call.
Councilors discussed spot repairs versus full manhole-to-manhole lining; the engineer said crews would “line entire pipes from manhole to manhole” for the worst runs and noted one spot repair will require excavation. The council passed the resolution authorizing HR Green to prepare plans and specifications so the project can be advertised for bid.
