The council approved a $100,000 cooperative agreement with Main Street Muskogee to support downtown economic development and activation.
Courtney Graham, introduced by staff as executive director of Main Street Muskogee, presented the organization's 2025 annual report and highlighted volunteer efforts, grant-supported improvements and events. "We did over 2,000 volunteer hours, 2,346 volunteer hours just in 1 year," she said, and noted a $150,000 grant that supported a new downtown mural, planters and pedestrian signal upgrades.
Graham also outlined programming highlights such as Lunanza (which drew more than 8,000 attendees last year) and the Muskogee Christmas parade, and she said the group is collaborating with city staff and other partners on the Broadway District renovation. After the presentation, council moved to approve the cooperative agreement and the motion passed by roll call.
