The Big Bear Lake Department of Water and Power board adopted updates to the agency’s rules and connection policy, a first step in consolidating administrative policies into a comprehensive policy manual.
Nathan told the board the changes combine two policy sections and modernize language to reflect current operations: "Those two policies are combined into an updated policy that is more consistent with what we're actually doing and what is happening today," he said. The revision removes obsolete references to paper-based procedures and refocuses the document on current online workflows and higher-level definitions of services and customer responsibilities.
Board members asked to see redlines for any major substantive changes, with one member requesting that major policy shifts be highlighted rather than providing full text line-by-line for routine wording updates. After discussion the board moved to adopt the resolution approving the DWP rules and regulations policy update; the motion carried unanimously.
Staff described this item as part of a longer-term effort to assemble a single policy manual so that subtopics are visible and not scattered across multiple documents. The adopted change updates definitions and removes conflicting paragraphs but does not itself change separate rate-and-fee schedules, which remain adopted through their own processes.
