Select Board approves contracts for housing services, SCADA, EKGs and drainage repairs

The Select Board approved several contracts and intergovernmental agreements at the meeting:
- An intermunicipal agreement with Barnstable County for shared regional housing services (Tier 1 regional services) for FY27 at a flat cost of $4,940, continuing a county-administered ARPA‑funded pilot. Staff said participating towns have access to planning, technical assistance and compliance monitoring services; the board authorized the chair to sign.
- A memorandum of agreement renewing the town’s participation in the SHINE (health insurance counseling) program via the Council on Aging was approved for another year.
- A contract with Environmental Design & Research (EDR) for SCADA (supervisory control and data acquisition) programming services tied to the Phase 3 sewer design was authorized in the amount of $185,300. Staff explained SCADA allows remote monitoring of pump and alarm status at each station and integrates with the town’s monitoring system.
- A contract with Stryker Sales LLC for replacement EKG equipment for the fire department was approved for $284,161.80.
- The board awarded a $489,693 contract to Robert B. Auer Inc. for catch basin replacement and drainage infrastructure work; board members noted constituent complaints about basins and commented that the selected bid was significantly lower than an alternative.
All listed items were moved, seconded and approved (votes recorded in the meeting). The board asked staff to proceed with contract closings and to report back on implementation timelines.
