Several nearby property owners asked Parowan’s city council to reject a proposed spot zoning change that would reclassify a parcel at approximately 320 South 400 West from A‑1 to R‑1A and thereby reduce frontage requirements so the lot could be split into two single-family lots.
Sandy Gibson (speaker S12), who spoke during public comment, told the council the Planning and Zoning Commission "unanimously voted no on this spot change" and urged the council to uphold that recommendation, citing the narrow road, potential impacts on emergency access, and loss of the neighborhood’s low-density character. S14 and other residents echoed concerns that the rezoning would set a precedent and create congestion with two additional households and vehicles on a dead-end street.
Staff explained the technical difference between A‑1/R‑1/R‑1A frontage (75 vs. 65 feet), confirmed the parcel was short of the frontage required to subdivide under current code, and said the property was recently acquired through tax sale. Planning and Zoning’s negative recommendation was reiterated; councilmembers indicated they would take a formal vote at the next meeting after this work-session review. No subdivision application is currently filed.
