Neighbors tell Parowan commission rezoning would harm rural character, worsen access on narrow dead‑end street

Neighbors opposed a proposed rezoning of a parcel at about 320 South 400 West, telling the Planning and Zoning Commission the change would create denser housing and threaten the rural character of the A‑1 neighborhood. A resident read a circulated letter saying the requested R‑1A designation would create an "R‑1A island" within A‑1 and set a precedent for slicing up larger lots.

"We firmly believe this spot change will degrade the quality of our neighborhood," said S9, who read the neighbors' letter and cited the narrow, dead‑end pavement, on‑verge parking, and the risk of blocking trash trucks or emergency vehicles. Spike Ress (S10) told the commission he spoke with neighbors and opposed giving special rights to a single property owner; he said neighbors would accept a single family home but not the two‑lot split proposed.

Residents also raised technical concerns: S9 noted a floodplain in the area and said the pavement narrows to about 14 feet in places; commissioners and staff confirmed pavement width estimates varied and said emergency flow and turnaround requirements are factors to consider at later permit stages. The commission heard these concerns before deliberating and ultimately recommended the City Council deny the rezoning request.
