Consultants from Bowen Collins & Associates presented a draft rate analysis to the Parowan City Council on March 26, recommending a multi-year plan to raise rate revenue and move toward a target funding level for operations, capital, and replacement needs.
Aaron (speaker S17) said the recommendation is to maintain the existing rate structure but increase both the base and volume rates uniformly over several years: an approximate 10.2% rate increase in 2027 and another 10.2% in 2028 with smaller increases thereafter to meet a revenue target. "If you're a low water user, you might expect to see your average monthly bill go up by 2 to $3. If you're a higher water user, you might expect your bill to go up by 6 to $7 a month," Aaron said. He explained the model accounts for system growth and that impact fees will fund growth-related projects.
Councilmembers asked follow-up questions about prior meter upgrade fees, capital needs and long-term replacement funding; staff will circulate the draft report for review and the matter may move to the action agenda at a later meeting. No formal rate change was enacted at this meeting; council chose to continue study and solicit feedback on the draft report.
