River Ridge CDD adopts goals and performance measures to comply with HB7013; report due Dec. 1, 2025

District staff and counsel outlined new statutory requirements under HB7013 that require special districts to adopt annual goals and performance measures. Mrs. Adams, Mr. Tony Pires and Mr. Chuck Adams explained that the district identified Community Communication and Engagement, Infrastructure and Facilities Maintenance, and Financial Transparency and Accountability as the key categories for Fiscal Year 2025 reporting, and the board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form.
Staff noted the initial report is due on December 1, 2025 and must be posted on the CDD website; the task was added to the district's key activity dates list. On motion by Mr. Blumenthal, seconded by Mr. Twombly, the board approved the reporting form and measures with all in favor.
