District Engineer Charlie Krebs and PSGRC General Manager Eric Long explained that the Change Order and inlet relocations were necessary after field reviews with homeowners and MRI representatives. The additional work primarily reflected unforeseen field conditions and adjustments to meet the expected function of the stormwater infrastructure.
Supervisor Terry Mountford voiced strong opposition, saying the CDD was already "$300,000+ over budget" on similar projects and that approving another $150,786.09 without a special meeting was not fiscally responsible. Other board members, including Kurt Blumenthal, said the situation was a timing and carryover issue: funds and work originally scheduled for FY2024 carried into FY2025. The board directed District Counsel Tony Pires to draft "ground rules" for approving comparable future expenditures. On motion by Kurt Blumenthal seconded by Keith Merrill, the Board ratified MRI Construction, Inc. Change Order Estimate #500 in the amount of $150,786.09 (unanimous).
