The council approved a resolution authorizing the city manager to accept Clean Water State Revolving Fund (CWSRF) refinancing if the city's $100,000 forgivable loan application is selected by the state. Staff said a forgivable portion of CWSRF funding would reimburse city expenses as they are incurred; the city included $100,000 in the 25-26 budget and combined with the requested $100,000 would bring the wastewater master plan project to an estimated $200,000.
Staff cautioned that the funding is not guaranteed: the state will publish an intended-use plan later in the month to indicate which projects are included. Council approved a motion to adopt the resolution and authorized the city manager to accept the funding if awarded. Staff said they will explore alternate options if the CWSRF funding does not come through.
The last wastewater master plan update occurred in June 2002, staff noted, and the combined project would allow a more current system master plan and ensure alignment with ongoing I&I (inflow and infiltration) work. No formal schedule was set for the plan's execution pending final funding confirmation from the state.
