Staff explained the city received three proposals: Donovan Enterprises at $27,200 with a 2–3 month timeline; the Oregon Association of Water Utilities for about $34,500 with an August–September finish; and the Rural Community Assistance Corporation offering a no-cost option but with an 18–24 month timeline. Staff recommended Donovan for timeliness and alignment with budget preparation. The council moved and unanimously approved the authorization.
