A city staff presenter laid out the proposed numbers: the current inside-residential water base rate of $35.50 would rise by $3.55 (about 10%) to roughly $39.05, and the wastewater base rate of $33.72 would increase by $3.37 to about $37.09, producing a combined base of about $76.14 for both utilities. The presenter noted local comparisons showing Bandon’s base remains lower than some neighboring communities.
Council debate included a failed 3–3 motion to table the increase until after a third-party comprehensive rate study; proponents argued phasing a modest 10% increase now avoids a larger, more painful single hike later. One councilor (Archie) recorded a dissent on the final hand vote. The council directed staff to proceed with implementation and to align future changes with the results of the upcoming rate study.
