As the staff summary put it, the ordinance strikes a sentence referencing voluntary compliance in section 808150(a) and removes the same reference in 808150(f) to make the code explicit. "We're simply clarifying that it is mandatory," a council member said in support, adding the prior wording "read a little funny" though enforcement expectations had been the same.
No members of the public signed up to testify on the measure, and the council closed the public testimony portion before moving the ordinance through second reading and final adoption. The motion to adopt passed by voice vote; the chair announced, "Let the record show that ordinance 16 80 has been adopted." The adopted ordinance removes exemptions for certain prohibited vegetation and updates cross-references in the code.
The action was procedural and intended to clarify existing standards rather than introduce a new enforcement program; staff indicated any implementation questions will be handled under existing code enforcement procedures. The council did not attach additional funding to this ordinance at the time of adoption and did not request a separate implementation timeline.
