Bandon city council adopted Ordinance 16-75 on a roll-call vote after a staff presentation and limited council questioning. The ordinance deletes the standalone Beaches and Dunes overlay (BMC ch.17.77) and amends the Hazard Overlay (BMC ch.17.78) to incorporate new 2024 suitability mapping and revised review procedures, including tiered review types and third-party geotechnical review for development in certain categories.
Planning staff member Jeff told the council the update ‘‘folds 17.77 into 17.78’’ and that the new mapping provides ‘‘a more granular look at the type of review and the technical analysis required’’ for development. He said the 2024 dataset does not expand development rights compared with the 1975 map but establishes distinct suitability categories and corresponding review types. The staff report cited statewide planning goals 7, 18 and 2 and compliance with ORS 197.400 for clear-and-objective housing standards.
Councilors asked for map keys and clarifications of acronyms used in the online mapping interface; Jeff responded that the map’s left-hand layer key explains the acronyms (e.g., IFD = inland 4 dune, FD = stabilized 4 dune) and that staff will make the interface publicly accessible for property-specific checks. After brief deliberation the council moved the ordinance to a second reading and then adopted it as presented.
The ordinance adoption updates the city’s comprehensive plan and municipal code to align local regulations with the 2024 coastal resource mapping and the state’s Goal 18 beach-and-dune policy. The council closed the public hearing with no public testimony signed in and recorded adoption on the meeting record.
