Board holds heated first reading of state-required bell-to-bell phone ban, debates implementation

The policy committee presented the state-mandated bell-to-bell personal electronic device policy and emphasized the district must adopt a policy by Aug. 1. Several board members agreed the district must meet the legal deadline but differed on how prescriptive the policy should be about enforcement and storage. S8 (Chelsea) said the draft "lacks sufficient structure for implementation" and urged clearer language about storage and powered-off expectations across elementary, middle and high school contexts.
S2 (Matt) proposed amendments to remove procedural consequence bullets and to reserve implementation and procedural detail to administrators and the policy committee so the district could meet the requirement while continuing community and staff input. Administrators cautioned that substituting the school board for building administrators in enforcement clauses would make the policy unenforceable; the board settled on moving forward with a clean, law-meeting policy while directing the policy committee and administration to develop procedures and seek public input before the next reading.
